Please can someone assist, as im going round and round in circles, and cannot seem to find a working fix.

You will notice that the loading is taking a while (which im still busy trying to optimise)
1. permalinks not working. IIS 7.5, no htaccess, web.config available (although anything i put into web.config doesn't make the links work properly)
2. due to permalinks not working, links between pages arent functioning correctly as permalinks still using pageid= (yes i have changed it to postname etc, although that doesn't work.

3. header jumping left and right when loading pages.
4. i would like to add a popup subscribe thing (still looking into)
5. responsive header not working (the whole responsive isnt)
6. header images going off screen, thus im guessing this is the reason to the header jumping, i have tried to fix this but there is some hidden element.style messing things around and i cannot seem to find the correct class doing this.
7. slider has to refresh on each page (can i not make this fixed so it will just remain when switching pages?
8. due to artisteer, all content on pages are covered in font changes, spans, aligns which i would like to try and keep the look but make the code more efficient (will help load times)
Is there no way i can try make this site again, but easier to manage
Yes im not the greatest with web design/wordpress/artisteer although i am learning when i get the chance to.
I try to search the GOOGLE before asking for help, although i've now gotten to the point of frustration, as i have tried to correct the above issues, although it doesn't seem to work
