What theme are you using? Typically, you'll link your home page to the theme in the WP Theme Customizer like this: WP Customizer Screenshot
In "Appearance >> Customize" you can find the option for your blog to support a static home page or not. It depends on your Theme whether or not there is support for a custom home page.
Sometimes, also, you can find the custom home page templates in the Page editor itself here: Page Templates screenshot.
Those are located in the sidebar in your Page editor.
And lastly, if there's a problem with the file tpl-page-home.php, make sure that your theme is fully updated. And if you've modified the theme yourself in any way, you might want to delete that theme from your directory altogether and then reinstall a fresh copy of an unmodified theme. That should fix any brokenness that you may have inadvertently caused with custom modifications you made.
