I changed my site url on my site before all this mishap.
Sounds like that could be the issue. There are instructions for several methods of changing your site urls back to the correct settings located here: Changing The Site URL. Please read carefully before deciding which method will be best for you.
Or maybe there is a way to refresh everything and start new??
To start fresh, just delete all the tables in your WordPress database and re-run the install routine at your_domain_name.com/wp-admin/install.php
