You can definitely do this in WordPress though it sounds like a rather big project. If you're not yet familiar with WP, and/or not that technical, then it may prove a little challenging - doable, but challenging. One place to start would be with the bbPress plugin to set up the forums where your customers will search for topics. Then you can go about the customizations that you need. Or there might be more turnkey solutions available, I'm not sure.
