kolbolt27 on "new site no dashbaord"

Basically Im trying to make a test site so it will be test.domain.com and i can create it just fine but when i go to view the site or go tot he dash board i get a this webpage is not available page. I'm newer to wordpress but I understand coding and stuff after an hour of trying to figure it out i have come up short so can someone please help me!
